Programme Overview

Modern governments face considerable challenges due to the fast-changing socio, political and geopolitical environment. To unleash public-spirited action and capture tangible outcomes, IIM Kozhikode has tapped into its extensive public-sector experience and launched the Public Policy Management Programme. Public Policy Management Programme offers a unique integration of management concepts, tools and techniques with a focus on public policy formulation, analysis and implementation, including the design and execution of delivery systems.

Programme Modules

Understanding questions like why a government exercises a particular policy option over others, why governments have limited ability to correct market failure? Why some sections of society (e.g., business sector) enjoy a say in public policy formulation, what determines governments capacity to implement policies effectively? What role elected politicians, the public, bureaucracy, political parties, mass media, and academic policy experts play in shaping government policies?

The Module aims to help you develop skills in economic policy analysis: to design, predict the effects of, and evaluate public policies using microeconomic tools. The course offers and exciting new way to learn microeconomics, motivated by its application to important, real-world issues and matters of public concern - welfare reforms, global warming, health insurance, tax policies, food security.

The Module is aimed at providing participants with the most often used methods of statistical analysis along with appropriate statistical tests. It is oriented towards application rather than theoretical aspects.

Participants will be trained in creating a public policy report for print and social media, broadcast, and cable. Disseminating information through reports, premiere and publication is also included in the curriculum. Additional focus is also provided how to communicate fiscal policy- Budgets, pensions, and ceilings.

The module introduces the participants to various macroeconomics concepts and discusses the facets of monetary and fiscal policy in the context of globalisation The second part of the course equips the participant to build simple and efficient macroeconomic models for policy analysis.

This module provides an overview of how public finances are managed, what the various components of public finance are, and how to easily understand what all the numbers mean. The module introduces the basic principles of public goods, optimality, and pricing under externality. Techniques such as cost-benefit analysis on public goods and evaluation techniques of public provision of private goods are discussed.

The module develops the skills you need to handle the transactions, financing and policy of any projects including public-private partnerships (PPPs). The module introduces the basic project financing framework whereby participants will be able to integrate and apply the necessary qualitative and quantitative tools and techniques to evaluate project viability and to engineer financial arrangements to allocate the risks and returns of the project. The participants will examine greenfield, privatization, and Public Private Partnership projects in the power generation, natural resource, extraction, and public infrastructure sectors.

This module focuses on project management methodology that will allow you to initiate and manage projects efficiently and effectively. The participants are taught project management tools, techniques and skills which help them to align critical resources for effective project implementation using hands-on approach through case studies and class exercises.

The module includes recommendations (a) on the areas that the reader of a technical evaluation study should focus upon, and (b) on the timing that it should be conducted. The approach is non-technical. Mathematical formulas and statistical models are presented only when their absence would obscure even more the description of the relevant issue.

The module covers both the ‘business, law and policy’ perspective and 'law, policy and society’ approach. Public institutions such as parliament, government, judiciary, and regulators use law as tools to engage with society. Hence a law-in-practice approach towards introduction to legal system, stakeholders and governance in India and international sphere is provided to the participants.

Throughout the module, we shall focus specifically on India, and make comparisons with other countries and observe India’s status with respect to the Millennium/Sustainable Development Goals. The main outcome of the module is to make the participants understand the various health (and health care) issues prevalent in India, the existing health policies, and the various methods to evaluate the effectiveness of these policies.

The module explores more deeply six concentrations namely community development and housing; Environmental health and land use pattern; design and redevelopment; transportation policy and planning and urban informatics. These modules help participants to effectively frame and engage with the dynamic challenges of designing and implementing plans and public policies in international settings, with particular focus on urbanization and human settlement systems.

This module provides a comprehensive understanding of the intricate interplay between media and the formulation and implementation of public policies. Participants will delve into the multifaceted relationship between media and the realm of public policy and gain the skills required to navigate the evolving landscape of media communication, its influence on policy agendas, and the dynamic roles that different stakeholders play.

Grounded in the conviction that responses to contemporary global challenges require thinking flexibly across disciplines, this course brings in elements of public policy, legal systems, and global political economy, to understand the influence of trade and economy on environment, and vice versa.

A combination of primary and secondary research will be employed within the frameworks of public policy analysis to gain deeper insights into a wide variety of public policy interventions. Examples may include programs on enhancing public welfare (cash transfers, healthcare), education (schools, skills-training), governance (privatisation, decentralisation) etc.

Participants will gain a hands-on learning experience by working on a capstone project that either involves a comprehensive understanding of Public Policy and Management by providing recommendations, or a consulting project which addresses a relevant issue faced by the organisations. In either case, the analysis done by the participants will result in suggesting practical recommendations to solve real world industry challenges.
